Operation Toofan 2.0

Phase 2.0

Operation Toofan (Phase 2)

Grassroots Anti-Drug Public Movement through Local Self-Government Institutions - Guidelines

Kerala Police's prestigious anti-drug project 'Operation Toofan' achieved great success in its first phase. However, a permanent solution is not possible through strict law enforcement measures alone. In the fight against drugs, 'Demand Reduction', 'Early Intervention', treatment, and rehabilitation must start from the grassroots level.

Operation Toofan Phase 2 is envisioned not merely as a police-centric action but as a comprehensive 'public movement'. The goal is to expand anti-drug activities from police stations to wards, homes, educational institutions, and workplaces through the coordinated intervention of Local Self-Government Institutions, Kerala Police, Kudumbashree, Health, Education, Social Justice, and Youth Affairs departments.
